Just before covid hit, they changed the law so that mRNA shots would count legally as vaccines when by traditional definition they aren't.

Law in March 2019, defining a biological product: https://web.archive.org/web/20190309180853/https:/www.law.cornell.edu/uscode/text/42/262

Law changed in appropriations bill Dec 20, 2019: https://www.govinfo.gov/content/pkg/PLAW-116publ94/pdf/PLAW-116publ94.pdf (page 595). This bill was named Further Consolidated Appropriations Act, 2020. It was a whopper of a bill coming in at over 900 pages. This change that allowed companies to manufacture and sell mRNA drugs in the US is on page 595. I reference all links in this post. Not that you needed any MORE proof that this was all a set up but here it is.

All vaccines manufactured in the US are classified as "biological products", and a "Biologic License Application" has to be filed https://www.fda.gov/files/vaccines%2C%20blood%20%26%20biologics/published/Guidance-for-Industry--FDA-Review-of-Vaccine-Labeling-Requirements-for-Warnings--Use-Instructions--and-Precautionary-Information.pdf

The mRNA shots, of course, contain chemically synthesized polypeptides.

Here's the details on the bill which became law: https://www.congress.gov/bill/116th-congress/house-bill/1865/all-actions?KWICView=false&overview=closed&q=%7B%22roll-call-vote%22%3A%22all%22%7D

Of course, the Further Consolidated Appropriations Act, 2020 is referred to as, "A bill to require the Secretary of the Treasury to mint a coin in commemoration of the opening of the National Law Enforcement Museum in the District of Columbia, and for other purposes."
